The position is to be filled from March 2015 and has an initial contract term until 31.08.2016. Deployment location is Baljuan in Tajikistan with regular business travel to Dushanbe and occasionally travel to Afghanistan.
The core areas of the project, which is being carried out jointly in Tajikistan and Afghanistan, lie in the field of renewable energy and energy efficiency.
Aims and duties of the role
For the implementation of the programme in Tajikistan and Afghanistan Welthungerhilfe is cooperating with local partner organisations. Self-implemented aid projects will be increasingly led by national project managers. As Expert for Partner Consultancy, you are the main point of contact for all questions regarding renewable energy/energy efficiency in the country and are responsible for the support and guidance of national employees and local partner organisations in the implementation of projects. In addition, you will support the country coordinator and project manager in the continuing development of the country programme in Tajikistan and Afghanistan.
Your most important duties:
- Technical guidance of Welthungerhilfe staff and the partner organisations in Tajikistan and Afghanistan on renewable energies and energy efficiency
- Support of Welthungerhilfe staff and the partner organisations in the implementation of studies, surveys and evaluations
- Support of Welthungerhilfe staff and the partner organisations in their mutual cooperation in general, and for the identification of (new) intervention areas in the field of renewable energies and energy efficiency, as well as cooperation between Afghanistan and Tajikistan projects
- Cooperation in the implementation of the partner strategies in both countries
- Implementation of impact-oriented monitoring
- Cooperation in the development of new projects
- Advising of staff in Afghanistan and Tajikistan in technical and administrative matters
As a qualified applicant you will possess the following:
- A university or polytechnical degree with knowledge in the field of renewable energies or a comparable relevant technical qualification
- Several years of experience in the consultation of (partner) organisations for the implementation of projects and in organisation development, preferably in the region
- Coordination and organisational abilities, including when working under considerable pressure
- Very good knowledge and experience in the application of participative planning and consultation methods
- Very good English language skills; Russian and/or Tajik language skills are desirable, for Afghanistan at least Tajik/Dari would be important.
