About the project

The focus of the role will be the management of the extractive industries portfolio in Afghanistan. Currently this includes one of DFID’s flagship Extractive Industries Governance projects, a 3-year project focusing on implementation of organisational reforms, developing a fiscal regime for Afghanistan’s extractive sector, as well as strengthened capacity of Government contract management and inspectorate functions.

The extractive industries sector in Afghanistan is recognised as the foundation for economic growth in the country, however it is additionally acknowledged that without a focus on rigorous governance Afghanistan is at high risk of succumbing to the resource curse. As a result it is forecast for more projects to be initiated in Afghanistan alongside this flagship DFID programme.

About the role

Project Managers perform a key role in Adam Smith International’s consulting model and play a central part in managing project technical and financial performance. An Extractive Industries Governance Project Manager will also be expected to deliver advisory and business development efforts through engaging with our donor and Government clients on technical issues, preparing technical/financial proposals and expressions of interest. The Extractive Industries Governance Project Manager will be based in Kabul, with regular rotation to Delhi.

S/he is expected to deliver work in the areas of business development, project management, advisory services and firm-building as follows:

  • Devise and implement innovative and successful approaches to proposals and projects
  • Ensure projects are implemented consistent with project implementation plans and are agreed with the respective team leader/project director in advance
  • Convey the quality of our approach and of our teams compellingly to donors, governments and other clients through writing and delivering clear, accessible and well-structured documents and presentations in English
  • Support extractive industries governance business development
  • Ensure that the financial requirements of the firm are met in our projects and proposals, including good planning, budgeting and negotiating
  • Build effective relationships with clients from a wide range of professional and cultural backgrounds
  • Communicate the key risks and issues, updates and milestones to project directors and stakeholders clearly, concisely and in a timely fashion
  • Work effectively in politically sensitive and challenging environments
  • Maintain awareness of and conversance in extractive industries governance topics

About you

An Adam Smith International Project Manager should have the ability to build effective relationships with clients from a wide range of professional and cultural backgrounds, and to work effectively in politically sensitive and challenging environments. He/she should relish working in a team, should be innovative, energetic, dynamic, positive, and genuinely committed to achieving lasting change in their work. Adam Smith International seeks the following skills and experience for the Extractive Industries Governance service:

  • Postgraduate degree in a related field;
  • At least 3 years of relevant professional experience;
  • A passion for extractive industries governance;
  • An experience in the extractive industries governance (including specifically mining and oil and gas);
  • Interest and experience in working in developing and conflict-affected environments;Be willing to relocate to Kabul;
  • Excellent computer skills, especially Word, Excel, PowerPoint;
  • Outstanding written English and communication skills;
  • Superb attention to detail;
  • Enthusiasm and flexibility;
  • Be eligible to work in UK.
