arche noVa - initiative for people in need is a religiously independent non-profit- and non-governmental organisation (NGO) from Dresden/Germany working primarily in the field of humanitarian aid, rehabilitation and development. Our primary focus is Water and Sanitation.

The organisation is based in Dresden, Germany, and is a member of Aktion Deutschland Hilft (ADH), the alliance of German aid organizations, and the Paritätschen Wohlfahrtsverband. arche noVa bears since 1996 the donation seal of the German Central Institute for Social Issues (DZI).

arche noVa is implementing projects for the numerous Syrian refugees and IDPs since September 2012. For the implementation of the arche noVa relief measures in the fields of food/ NFI distribution/ education / WASH / health / psychosocial support/ capacity building in northern Syria, and for the development of further strategic activities we are looking for a

Program & Operations Manager

Position to be filled: 16.02.2015

Overall Responsibilities:

  • Provide leadership to the country program as a key member of the Senior Management Team.
  • Uphold quality implementation and support of programs, create monitoring and evaluation systems and supervise senior program staff.
  • Ensure program staff compliance with security, procurement, HR and financial management protocols.
  • Working in collaboration with HoM
  • Working in collaboration with in-country Program Coordinators (Syria), ensure that programs are designed and carried out according to Arche Nova and industry best practices.
  • Provide guidance to program staff regarding tools and strategies for programming that is based on input from communities, a thorough understanding of the context, and best technical practices.
  • Reporting directly to the HoM.
  • The Program & Operations Manager, together with the HoM, is responsible for the planning, implementation and monitoring of the projects in the Turkish-Syrian border region and Northern Syria
  • He/ she coordinates the cooperation with local institutions organisations/NGOs,
  • The Program & Operations Manager keeps records of the status quo of the projects and its progress by the way of regular internal reports submitted to the HoM, with the input of either the implementation staff or the partner organisation.

Program Implementation

  • Provide overall leadership and management of AN Turkey and Syria programming portfolio, ensuring strategically coherent program direction, well-managed growth, and compliance with AN and donor regulations.
  • Conduct close and effective management of program implementation through the development of structured work plans, indicator tracking sheets and monitoring plans.
  • Coordinate with other members of Senior Management Team on appropriate management, compliance and performance standards, as well as effective systems for budget management, knowledge management and risk management.
  • Review M&E and accountability data with programming staff to identify and address areas for operational improvement.
  • Regularly review progress against indicators.
  • Promptly communicate implementation challenges to HoM
  • Build AN staff capacity in partnership with HoM, so that all program staff are aware of AN partnership principles
  • Promote risk reduction management as a part of all staff's responsibilities.
  • Ensure that program staff are well trained to properly manage project budgets.
  • Supervise program staff's stewardship of the financial health and performance of all projects.
  • Guide staff to ensure donor intent is respected and regulations followed.
  • Manage recruitment, hiring and development of high-performing national staff to assume greater levels of responsibility under the supervision of the HoM.

PROFESSIONAL QUALIFICATIONS AND REQUIREMENTS

  • Graduate degree in relevant field.
  • Demonstrated ability to manage projects to completion on time, in compliance with donor requirements, within budget, and with the anticipated results.
  • Successful leadership of multi-disciplinary teams in cross-cultural settings, including active mentoring and coaching.
  • Extensive experience with monitoring and evaluation tools and systems for complex programs
  • Established capacity to deal with ambiguity in stressful situations.
  • Ability to respond to multiple priorities in a timely manner, producing high-quality outcomes.
  • A keen understanding of political complexities in the Middle East region.
  • English and arabic fluency (spoken and written)
  • Turkish or German language skills is an advantage

Duration: 6 Months (with possible extension)
