Summary
Counterpart is seeking a Proposal Development Consultant to assist in the development of a DFID-funded project proposal to help Yemeni citizens advocate for better service delivery and more transparent policy-making and budgeting, as well as support representatives from excluded groups to become candidates in local, regional and parliamentary elections and advocate effectively for more inclusive and representative public bodies. Consultant support for this project will include research, writing, and editing of key proposal elements. Local candidates are strongly encouraged to apply.
Statement of Work
The purpose of this consultancy is to provide program design, partnership development, and recruitment support to Counterpart International. The consultant will meet with key stakeholders, including civil society and government leaders and provide feedback to be used in the proposal development based on these meetings. S/he will conduct background research related to sector trends, gender analysis, and government strategies and policies and review written contributions to proposal context and activities to ensure they are current and appropriate for local contexts. S/he will assist the proposal development team with local recruitment, interviewing candidates and providing feedback on interviews. In collaboration with a representative from Counterpart, the consultant will support the following activities, and others as assigned:
Partnership Development
• Provide recommendations for local partners in the areas of good governance and anti-corruption, social accountability, political empowerment, civic advocacy, and social inclusion. The consultant will meet with these groups and provide feedback to be used in proposal development.
• Meet with government officials to discuss program ideas and support of Counterpart’s proposal.
• Attend meetings and take notes; provide through and timely notes in English to team.
Proposal Planning, Writing and Editing
• Provide background and review written contribution to proposal context and proposal activities.
• Assist with background research (e.g, sector trends, or gender issues) and analysis, as well as pulling and translating/summarizing key government strategies/policies.
• Provide additional commentary and content to context sections and activities to ensure they are current and appropriate for local contexts. Recruitment/Pricing• Recruit and interview local staff for key staff positions, and provide feedback on interviews.
Requirements/QUALIFICATIONS:
• A minimum of 3-5 years relevant experience with civil society development, advocacy and governance in Yemen.
• Bachelor’s Degree in Conflict Resolution, Political Science, International Development, or a relevant field of study.
• Technical experience or general familiarity in several of the following areas: civil society, democracy and governance, organizational development, and advocacy.
• Preferred past experience with DFID development programs and an understanding of their development approaches and techniques related to civil society.
• Experience working with programs focused on addressing excluded groups, gender and youth issues in Yemen.
• Prior experience working on proposal development and proposal assessments.
• English and Arabic oral and written fluency required.
