We are currently seeking qualified candidates for the position of: Chief of Party, Comprehensive Nutrition, Hygiene and Sanitation Project (CINHS).
Project Description:
Manages all activities of the Comprehensive Nutrition Hygiene and Sanitation Project (CINHS). Responsible and accountable to USAID and FHI 360 for the Project Team’s work and achievements. Manages relations with regional donors/partners to maximize collaboration and synergy.
Leads and directs the development and implementation process for company projects involving departmental or cross-functional teams focused on the delivery of new or existing projects. Plans and directs project schedules and monitors budget/spending. Monitors the project/program from initiation through delivery. Organizes project(s) activities ensuring completion of the project on schedule and within budget constraints. Selects, develops and evaluates personnel to ensure the efficient operation of the function.
Job Summary / Responsibilities:
- Ensures program quality according to USAID, FHI 360 and global standards.
- Ensures the achievement of results for which FHI 360 and partners are responsible under agreement with the donor.
- Ensures that project resources are utilized in accordance with applicable FHI and USAID policies and procedures.
- Oversees production of timely and accurate financial and programmatic reports to USAID and FHI as required.
- Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
- Establishes annual work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.
- Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity.
- Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters.
- Provides leadership to the project team, ensuring clarity over plans and priorities, and encourages effective team-work.
- Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
CONTRIBUTION:
- Provides capacity to develop tools and systems to enhance the use of data both within and outside the health system.
- Manages development of and monitors work plans and budgets; ensures appropriate levels of technical assistance in program operations; coordinates partner efforts in program implementation; ensures appropriate program monitoring and accurate financial and programmatic reporting to HQ, and other donors as required.
- Ensures appropriate technical, programmatic, financial and resource development supports leveraging additional donor funds into the project.
- Sets goals and budgets for projects and leads department in achieving strategic goals.
- Leads coordination of resources for ongoing projects across business units and addresses/resolves project issues.
TYPE AND NATURE OF CONTACTS:
- Primary liaison with USAID Afghanistan
- Senior level policy and technical staff with the Ministry of Public Health (MoPH), other Ministries, international donors and Partners.
- Routine coordination with all FHI 360 and other project-based consortia employees, on-site and in the field.
- Close liaison and relationship building with donors, local NGOs/PVOs partners, and public/private agencies.
- Organizational representation at professional meetings and conferences.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
- Must reside in Kabul for the duration of the project period.
Minimum qualifications
- Master’s degree or its international equivalent or higher in public health or a related social science (eg. demography, statistics, etc) preferred.
- Experience working in a non-governmental organization (NGO) with USAID-funded projects.
- Medical background with experience and familiarity with nutrition and WASH programming principles strongly preferred.
- Experience operating in insecure environments.
- Minimum of 5+ years of project management experience.
- Demonstrated experience in multi-sector project management and implementation.
- Demonstrated strategic planning, staff development and capacity building experience.
- Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
- Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.
- Previous experience in Afghanistan is highly desirable but not required; and;
- Strong analytical and problem solving capabilities.
Desired qualifications
- A history of productive involvement with governmental health systems, processes and service delivery models in developing countries.
- Comprehensive knowledge of theories, concepts and practices with project management, process development and execution.
- Excellent and demonstrated project management skills.
- Excellent oral and written communication skills, with fluency in Dari or Pashto preferred.
- Strong influencing and negotiation skills.
- Strong consultative skills.
- Strong critical thinking and problem solving skills to plan, organize, and manage resources for successful completion of projects.
- Ability to motivate, influences, and collaborates with others.
- Ability to build positive local working relationships with local communities, district government officials, UN and where appropriate, donor representatives.
