IESC – the International Executive Service Corps – is a US based not-for-profit with a focus on supporting private enterprise in developing countries. We have worked in partnership with local people in 130 countries - mainly with the generous support of USAID - designing, implementing, managing and evaluating a wide range of market driven solutions along the entire value chain of a company or industry.

IESC is seeking a resident advisor, debt capital markets for the Financial Market Development Activity in Pakistan. The anticipated USAID-funded activity will be a multi-year effort to promote sustainable inclusive economic growth and stability through the development of dynamic, innovative, and efficient capital markets in Pakistan. The program will work to develop sources of funds for private sector business growth, including the development of markets for government and corporate debt, as well as development of private equity and financing for SMEs. This position is full-time and based in Islamabad.

Duties and Responsibilities:

  • Oversee activities relating to the development of SME financing with commercial banks that are partnered with the DCA
  • Assist in the development of sovereign debt capital markets through identifying and resolving issues constraining their development;
  • Provide support to project team, including the Chief of Party;
  • Work with the Ministry of Finance, State Bank of Pakistan, Securities and Exchange Commission and other stakeholders to increase capabilities related to: sovereign debt issuance, development of a secondary debt market, improving coordination between monetary and fiscal authorities, strengthening both the demand- and supply-side infrastructure of debt capital markets, and addressing overarching questions of public debt;
  • Lead provision of technical assistance and capacity building to the Government of Pakistan enabling them to make informed decisions in debt management.

Qualifications:

  • Master’s degree or higher in finance, business, economics or other relevant subject required;
  • Minimum of 10 years total professional experience in government debt issuance, government bond market development and commercial banking;
  • Demonstrated experience in improving financial inclusion for SMEs through creating loan products with commercial banks
  • Experience in strengthening and deepening public debt markets;
  • Ability to prepare and implement a master plan for a building a robust debt markets, including consulting with the private sector and government entities;
  • Knowledge and experience in strengthening and building the capacity of government institutions;
  • Experience in building consensus among various stakeholders, including relevant government agencies, including ministries of finance, securities regulators, central banks and private sector stakeholders, including the stock exchanges, commercial banks, investment banks, brokerage houses, and the legal community;
  • Demonstrated experience strengthening financial literacy, particularly among investors, with respect to fixed income securities;
  • USAID or other donor experience preferred;
  • Fluency in English required; knowledge of Urdu or Pashto highly desirable;
  • Experience working in Pakistan and in particular, strong familiarity with Pakistani culture and banking environment strongly preferred.
