Job Summary:
The general function of the Monitoring and Accountability officer is to support CARE’s programme team and implementing partners in developing, improving and utilising tailored Monitoring and Accountability tools/mechanisms that allow CARE to monitor its programming activities while ensuring accountability towards intended beneficiaries. More specifically:
Responsibility #1
Data management
- Set up and manage a system to deal with large volumes of monitoring and assessment data, using relevant software packages
- Manage and update on a regular basis the beneficiary database system

Responsibility #2
Methodology and Tools
- Support in the development of a methodology for assessment and post-distribution monitoring
- Develop assessment, monitoring and accountability tools and train partners and program staff on how to use them
20 % of time
Responsibility #3
Data analysis, reflective practice and learning
- Provide a regular analysis of monitoring and assessment data and produce summary reports to help improving the quality of our programs
- Support program managers and the partners in data analysis and use of data to ensure accountability and program quality
25 % of time
Responsibility #4
Accountability
- Consistently and pro-actively promote the principles and values of Accountability to Affected Populations amongst CARE’s programme team and implementing partners
20 % of time
Responsibility #5
External relations
- Build and maintain a network of resource people knowledgeable of Syria and the Syrian crisis for the purpose of monitoring/assessment activities
- Liaise with other Monitoring & Accountability professionals to coordinate and exchange lessons learnt, in particular, though not exclusively, through the inter-agency MEAL Working Group

- Perform any other duties assigned by the supervisor

Required· BSc in Statistics, Demography, Social sciences or relevant equivalent· Minimum 2 years work experience in relevant field
· Quantitative and Qualitative data collection and analysis
· Analytical capacity and affinity with statistics
· Capacity to transfer skills (in particular for data collection, monitoring and assessment activities) to colleagues, partners and local volunteers
· Very strong (oral and written) communication, presentation and facilitation skills
· Thorough understanding of the socio-political background of the Syria crisis
· High attention to detail
· Ability to work to high standards under pressure, with minimum supervision
· Ability to independently manage competing priorities as well as a demanding workload
· Flexibility and willingness to work in a dynamic work environment where priorities and workloads may shift quickly and regularlyDesired
· Familiar with Microsoft Word and Excel
· Demonstrable high level of interpersonal skills and patienceTechnical Skills
Examples: languages; planning; budgeting; word-processing, basic accounting; advanced written communications; presentations; fundraising; training/facilitation, etc.:Required· Quantitative and qualitative/participatory research methods
· Design and implementation of surveys and other research activities – ideally within an NGO/humanitarian context
· Analysis of monitoring and assessment data; preferably within an NGO/humanitarian context
· Organisation and facilitation of workshops and training
· Proficiency in using computer software, in particular able to work comfortably with statistical data entry and analysis packages (SPSS, STATA, SAS, EPI-INFO, CSPRO, etc.) and database systems (MySQL, Ms Access, etc.)
· Fluency in Arabic and English (Turkish an asset)Desired
· Use of technological means for data collection& analysis (digital data gathering).
